The tourist problem

You flew in. You bought chairs, a balloon-tire cart, maybe a low tent, because chair rental on a free-parking beach is how a cheap day gets expensive. Sunday you have a flight. The wagon does not fold into a carry-on. Santa Rosa County does not allow unattended or overnight gear on Navarre Beach. Leaving it on the sand is how the county takes it, and how you can catch a civil infraction. See camping on Navarre Beach for the leftover-gear write-up.

That is the gap. Flying home with a cart is miserable. Dumping it is illegal. “Donating” by leaving a like-new chair on the sand is still abandoned property. A used-gear window, later, is the boring third option.

Why the number is $5

Blunt, not a pitch. Five dollars cash for a qualified chair, umbrella, cooler, or fan is better than:

1. the county taking it and throwing it away,
2. a civil infraction,
3. paying an airline for a wagon that will not fit a carry-on,
4. “donating” by dumping, which is not a donation.

Like-new gear dumped on the sand is still abandoned property. Low buyback is the point: cheap both sides, so the next tourist gets a $10 chair instead of a $30 Amazon box and you do not leave a $30 chair for the dump truck. Those numbers are a sketch of a later window. They are not today’s offer. Do not email asking us to honor them.

What the county actually wrote

This is their language, not ours. Link the official pages. Do not argue 8:15 p.m. with a ranger using this site as a lawyer.

Santa Rosa County Code § 14-54 (Regulation of use and conduct on the beach and water bodies, Ord. 2010-05) treats the “beach” as the portion of Navarre Beach south of the erosion control line. Checked against Municode Aug 26, 2026.

It is unlawful for items generally used for swimming, sunbathing, or beach recreation to remain on the beach “between two hours after dusk and two hours after sunrise,” except as permitted. That “includes but [is] not limited to” beach chairs, umbrellas, tents (including tent frames), hammocks, volleyball nets, picnic tables and tiki huts.

Items left past the permitted time without a county permit “are deemed abandoned and become property of Santa Rosa County,” which “may dispose of them in any manner it sees fit.” Easily removable items will not get a permit just because removal is inconvenient.

Hurricane / severe weather: all items — permitted or not — off the beach within 24 hours of a county state of emergency declaration. Enforcement: Santa Rosa County Sheriff and/or Code Enforcement.

The leftover-gear penalty is a civil infraction as provided in former § 1-6.5. That former section appears repealed or replaced. The county’s general code penalty (§ 1-6) is a fine not exceeding $500 and/or up to 60 days in jail where no other penalty is specified. That is the general code penalty, not a confirmed leftover-chair ticket price. We will not invent a dollar amount for a leftover-gear citation.

Glass on Navarre Beach is a published schedule (§ 14-75): first offense $50, second $100, third $250, fourth and later $400. That is proof they ticket beach conduct. It is not the leftover-gear fine.

The county’s public-facing copy on Navarre Beach & Pavilions is shorter and uses a different clock:

“Please leave only your footprints on Navarre Beach. Return all personal items to your vacation property, home or vehicle at the end of each day. Personal property left unattended after sunset will be removed and disposed of.”

The brochure says sunset. The ordinance says two hours after dusk. Those are not the same sentence. Safer tourist advice: pack it out at the end of the day. Do not split the difference at 8:15 p.m.

Where a later window would sit — not the sand, not a random shop

Preferred location, if this ever runs: a local public park during the day, not a private business we have no relationship with. Specifically mainland Navarre Park as a reserved small event / facilities rental with board of county commissioners / county authorization. Freelance buying and selling in a county park is not a loophole. Do not show up at the park now. There is no reserved date.

“No person, unless authorized by the board of county commissioners, shall make any commercial use of a county park. Such prohibited uses include, but are not limited to, the sale, or the display for sale, of any merchandise; … the solicitation for the sale of goods, property, or services; and the display of advertising of any sort.”

Also on the books: § 15-30 — failure to remove garbage or rubbish from the site is unlawful; do not use park cans for a household or commercial dump. § 15-29 — no overnight parking unless posted; parking only in designated spots.

Commercial activity, sales, or reserving park open space or a parking lot needs a Small Event application (typically 30 days out, insurance; Class II if there are sales). Open-space reservation is typically limited to Navarre Park, Bagdad Mill Site Park, Benny Russell Park, Floridatown Park, and Navarre Beach Parks. Not the Gulf sand. Not the Navarre Beach leftover-gear zone. Appointment-only off-season can be our own driveway so a two-person meetup does not need a park permit.

What we will not do

• No 15 on-demand beach pickups. One or two weekly windows, or skip the week. Chasing individuals on the sand is how you waste a Saturday for a $5 chair.
• No vending or buying on the Gulf sand. County leftover-gear rules still apply. Commercial activity on county property needs the facilities / event path above.
• No chatbot-for-dropzone with random businesses. A shop would have to inventory and pay out of a separate fund. We do not have that partnership.
• No hotel front-desk cashier unless a real partnership exists later. Do not leave a wagon at a front desk “for HeyBryx.”
• Do not show up at the park now. There is no reserved date, no hours, no live prices.

The plan, if it ever runs

Suggestions. Not live hours. Not a promise we will open next month.

• Seasons. Scheduled public windows only during summer / summer events. Snowbirds (November–March) and spring break: appointment only, based on interest — skip if nobody writes. Do not drive 15 times for $5.
• Split markets, same place. Sunday late-afternoon BUY from people checking out. Saturday morning SELL to new arrivals. Batch or cancel. If not enough people write, skip the week.
• Minimums. A $5 chair is not a special trip. Only run a window if enough people write in, or they have a small bundle (chairs plus a wagon, not one cracked umbrella).

What would qualify later — labeled examples, not a live offer

$5 per qualified item, sell for about double (~$10). Stay cheap both sides.

Qualified: umbrella, chair, cooler, fan (and existing wagons / low tents if complete and clean). Gently used, working, no mold, no broken frame. Coolers that held raw meat: no.

Not qualified: cheap shovels, kites, used sunblock, snapped $8 chairs, anything left on the sand overnight, trash-tier toys.

Buy the small stuff before you fly

If you are still shopping: buy the gear before you fly. At Amazon checkout, choose Amazon Hub Locker or Amazon Hub Counter as the delivery address for the town you are staying in. The rental often will not take packages. Shipping to your home means you haul a wagon on a plane. Amazon shows eligible pickup points in the cart for that ZIP. Partners change; we do not list shops.

Lockers are for small boxes (picaridin, a sunscreen stick). Typical published locker limits are about 10 lb / 16×12×14 in. Hub Counters are larger (typical published about 33 lb / 36×24×24 in) but still not a wagon. Beach wagons and many chair two-packs often will not qualify; those go to the rental if the host allows packages, or skip the box and use a later buyback if one exists. Small stuff is what lockers are for. Order early so it is waiting locally when you land — not on a porch at home, not abandoned on the sand Sunday.

How to coordinate later

No app. A reservation system only if volume exists. Email [email protected] with checkout date and what you have (a photo helps). Use a useful subject, for example “Beach gear buyback interest.” That is interest for a later window. It is not a booking.

Not done. Do not claim otherwise. Used tangible goods are generally taxable in Florida; that means sales-tax dealer registration before anyone takes money. Santa Rosa County also has a business tax receipt. We have not invented fees, hours, or a license number for this page. Until those exist, this is still a plan.
